Deva Angel Dwarka is a bilingual real estate agent with Bay View Realty and has been proudly serving the community for over four years. In addition to his real estate work, he is an experienced property manager, overseeing several properties with exceptional tenant retention.

Remarkably, during the COVID-19 pandemic, nearly all of his tenants continued paying rent, a testament to his strong relationships and management approach.

Deva is the founder and former Executive Director of Latinos for Progress, a nonprofit organization he launched nearly 20 years ago to advocate for Latin American immigrants, particularly those with limited English proficiency.

The organization provided immigration guidance, attorney referrals, interview interpretation, English classes for children and adults, wage recovery assistance, document translation, and support in accessing healthcare benefits such as WIC and insurance for children.

His commitment to public health has included organizing health fairs, HIV/AIDS education, and tobacco cessation and prevention programs throughout Central Maryland.

Prior to his real estate career, Deva worked as a health educator with the Baltimore County Health Department and in marketing with Amerigroup Health Insurance, where he created and led the Latino Marketing Initiative for Maryland and Washington, D.C.

Deva is deeply passionate about helping those who cannot advocate for themselves. He values honesty and education and enjoys teaching both Spanish and English.

In his personal life, he enjoys spending time with his grandchildren, playing guitar, singing, dancing, and studying languages — including Portuguese and French. Originally from Venezuela, Deva has lived in the U.S. since 1988 and studied at both Baltimore Community College and the University of Maryland.
